| The
neighborhood restoration component entails revitalizing distressed neighborhoods
through the development and implementation of various strategies which will enhance
the physical environment in the Target Area. A large part of Neighborhood Restoration
embraces improving the quality of life for residents through their surroundings.
Federal, State and local resources will be pooled and leveraged for economic development,
provision of economic opportunities for residents, improved housing conditions,
and improved public services. Our strategy focuses on reducing the number of abandoned
homes within the Target Area while encouraging rehabilitation of existing housing
stock; reducing the amount of illegal dumping and increasing prosecution of offenders,
and increasing residents' awareness of specialty loan programs to encourage residential
home improvements; and improving Target Area business owners' development and
effective management skills. For
the past six years, Northwest Detroit Weed and Seed has rallied groups of volunteers
together to participate in the City's annual community clean up efforts, as well
as its Anti-Arson Campaign - Angel's Night. In addition, Northwest Detroit Weed
and Seed established a Business Owner’s Alliance in 1999, and this Alliance
works closely with the Target Area Police Precincts on code enforcement issues
in neighborhoods, as well as keeping the areas surrounding their business clean
and free of debris. Annually,
Northwest Detroit Weed and Seed publishes and distributes a “What Every
Busy Owner Should Know” booklet which updates business owners to Detroit
Ordinances and outlines crime preventative measures they should incorporate into
